Vittorino Colombo ministro della sanità (marzo-novembre 1974)

Il contributo ricostruisce la breve, ma intensa esperienza del deputato milanese Vittorino Colombo alla guida del Ministero della Sanità. Nei pochi mesi in cui resse il Ministero, l’esponente politico firmò un decreto-legge per ripianare l’enorme debito accumulato dal sistema mutualistico nei confronti degli ospedali. Tale provvedimento, varato nel luglio del 1974, fu seguito dalla presentazione, nell’agosto del 1974, di un disegno di legge istitutivo del Servizio sanitario nazionale. Le vicende parlamentari impedirono la discussione di questa proposta di riforma, ma la sua rilevanza è fuori di dubbio, come quella del decreto in precedenza ricordato. A partire dal quadro normativo disegnato in essi si arrivò, infatti, al varo della riforma della sanità, approvata con la legge 23 dicembre 1978, n. 833 del ministro Tina Anselmi.

In this essay, the author retraces the brief but intense experience of the Milanese parliamentarian Vittorino Colombo, who in the past led the Ministry of Health. During those few months as head of the Ministry, this politician signed a legislative decree to reduce the excessive debt incurred by the welfare system towards hospitals. After the decree passed in July 1974, a bill was presented before Parliament in August, with the aim to establish a national health system. Successive parliamentary events prevented the debate on this reform proposal, but without doubt, its importance is undeniable, as with the aforementioned decree. Starting from their regulatory framework, the health reforms came about in the law no. 833 of 23 December 1978, signed by the minister Tina Anselmi.
